54 percentage of Pakistanis face `multi-dimensional deprivation`: UNDP

About 54 per cent of Pakistani population is facing a “multi-dimensional deprivation” — lack of basic necessities like education, health and good standard of living — as the country fell two steps down to the 125th position on the world index of human development compiled by the United Nations.

A report of the United Nations Development Program (UNDP) released on Tuesday said that 54 per cent of the population was facing intense deprivation of basic necessities of life, while another 11.8 per cent was at the risk of “multi-dimensional poverty”.

The report said that Pakistan`s ranking on the Human Development Index (HDI) dropped from 123rd position last year to 125th position this year. The report was launched to mark the 20th anniversary of Human Development Report “The Real Wealth of Nations: Pathways to Development” to commemorate the contribution of late Dr Mahbub-ul-Haq to the concept of human development.

Out of scores from 1 to 5 for gauging human rights violations, the report said Pakistan ranked 4th. In terms of democracy-related scores from 0 to 2, Pakistan stood at 1 number.

The report said that 51.2 per cent population was deprived of education, 29.2 per cent of health and 42.9 per cent of good standard of living.

The report said that 10 per cent population had no access to water and 55 per cent was without sanitation. It reported 896 deaths per million due to indoor and outdoor air and water pollution, while 8,953 people per million had been affected by natural disaster.

The “Top 10 Movers” highlighted in the 2010 report — those countries among the 135 that improved most in HDI terms over the past 40 years — were led by Oman, which invested energy earnings over the decades in education and public health. Other nine top movers are China, Nepal, Indonesia, Saudi Arabia, Laos, Tunisia, South Korea, Algeria and Morocco.

Remarkably, China was the only country which made to the “Top 10” list due solely to income performance; the main drivers of HDI achievement were in health and education.

Between 1980 and 2010, the HDI value in Pakistan increased by 58 per cent (average annual increase of about 1.5 per cent). Pakistan is ranked 10 in terms of HDI improvement, which measures progress in comparison to the average progress of countries with a similar initial HDI level.

Similarly, Pakistan`s life expectancy at birth increased by more than nine years, mean years of schooling by about three years and expected years of schooling by almost four years. The country`s Gross National Income (GNI) per capita increased by 92 per cent during the 30-year period.

In 1980, Pakistan, India and Bangladesh had close HDI values for countries in South Asia. However, between 1980 and 2010, they experienced different degrees of progress towards increasing their HDIs.

According to the report, Pakistan`s 2010 HDI of 0.490 is below the average for countries in South Asia. It is also below the average for medium human development countries. From South Asia, Pakistan`s 2010 “HDI neighbors” — the countries which are close in HDI rank and population size — are India and Bangladesh, which had HDIs ranked 119 and 129, respectively.

The report introduces the MPI, which identifies multiple deprivations in the same households in education, health and standard of living. In Pakistan, 51 per cent population suffers multiple deprivations while an additional 12 per cent is vulnerable to multiple deprivations. The average percentage of deprivation experienced by people in multi-dimensional poverty is 54 per cent.

The MPI, which is the share of the population that is multi-dimensionally poor, adjusted by the intensity of the deprivations, is 0.275. Pakistan`s HDI neighbors — India and Bangladesh — have MPIs of 0.296 and 0.291, respectively.

Speaking on the occasion, Finance Minister Dr Abdul Hafeez Shaikh said the HDI had become one of the most influential and widely-used indices to measure human development across countries. He said the government, in consultation with the Planning Commission, was working on a reform process which focused on restructuring of public sector enterprises.

The Raymond Davis saga has soured the relationship between the ISI and CIA. Or so the ISI and a select group of Pakistani and foreign journalists would like us to believe. Really?

Some specimens:

Geo TV: The Inter Services Intelligence (ISI) is ready to split with its US’ Central Intelligence Agency (CIA) because of frustration over what it calls heavy-handed pressure and its anger over what it believes is a covert US operation involving hundreds of contract spies.

The aim of this post is to highlight the possible motives behind this current turn of news and analysis in the Raymond Davis saga.

A number of motives and reasons may be identified:

1. The image of the ISI, particularly in terms of its active cooperation with the CIA, in planning, coordinating and approving the drone attacks and the operation of regular US soldiers and under cover CIA agents on Pakistani soil, has been badly tarnished by the WikiLeak Cables.(in the eyes of the Pakistani people....1400 innocent Pakistani civilians have died in Pakistan)

2. The civilian government in Pakistan is on a pathway to complete its full constitutional term of five years, which is tantamount to an insult to the all powerful military establishment of Pakistan. The civilian government needs to be discredited and destabilized not only in the eyes of the US and other governments but also domestically in Pakistan. (2013, 2 years away. But Zardari is a poor political leader given his corruption, and level of compliance and cooperation with the USA and its dirty deeds in Pakistan. Zardari is no less a villain as far as Pakistani true interests are concerned, and on a par with the Pakistani military. We must not be filled with pride if Zardari completes a full constitutional term......that is not an achievement by any stretch of the imagination)

3. The GHQ / ISI have not yet forgotten the (for them) humiliating terms which they had to bear through an independent agreement between the civilian government and the US government in the Kerry-Lugar-Berman Act which imposed certain pro-democracy and anti-terrorism requirements on the Pakistan army in order to be eligible for the US financial and logistic assistance. (if we recollect the Swat/Taliban saga where 3000 Taliban were suppose to take over ALL Pakistan which obviously was also their stunt in 2009, thus destabilizing the civilian government in Islamabad, which mercifully the Americans quickly brought to an end by giving Kiyani his marching orders.

The Americans toppled Busharaf of the PAKISTAN MILITARY, their compliant puppet who more than anybody else conceded to the Americans on Pakistan's national security with the full agreement of the Corps Commanders; Kiyani, Pasha etc. So the Americans were not prepared to see their new puppet Zardari, brought into power through rigged elections, toppled just one year after being installed by the USA. For the Americans they thought/think they can gain better strategic mileage from the utterly corrupt, inept Zardari. American support for Zardari viz Kiyani wasn't so much about protecting Democracy as much as protecting their interests.

The situation in Pakistan HAS gotten worse since Zardari came to power, at many levels. We may obviously debate how much of that is down to Pakistani military destabilization, OR how how much of this is due to Zardari's sheer ineptitude, where senior British diplomats described him as a complete idiot.

Pakistan's INTERESTS will be marginally better served if the next civilian government is Sharif ASAP........because his government will be more effective administratively, and as a Punjabi Party will be better placed to stand up to the Punjabi dominated military of Pakistan. Sharif won't need the USA to wet nurse him for all the wrong reasons.

The American's are OBVIOUSLY playing the present civilian government against the Pakistan military, by having closed meetings with each party, SEPARATELY, in various locations around the world.

Divide and Rule anybody?

With Sharif, that will become less of an issue.......Pakistan needs Sharif ASAP......who keeps his integrity/Izzat once in power)

4. The military establishment has thus far lost on two key fronts which it so vehemently relied on in order to destabilize the civilian government, i.e., a forceful anti-Zardari, anti-PPP campaign through its right wing and pseudo-liberal proxies in Pakistani media, and a clearly lopsided and biased judicial activism against the PPP led federal government.(The Zardari government has many faults on which to pick on...1) The Zaradri government openly stands with continued American security policy in Pakistan, including drone strikes,AND has not voiced strong opposition to such a policy, OR provided an alternative peaceful solution as would be the normal requirement of any serving concerned government. No normal government of Pakistan should be a passive spectator to the murder of its own citizens by a foreign gora power. 2) The economy has done very poorly under Zardari....and is floundering, with huge budget deficits. 3) There is major social instability throughout the country. 4) There are major political instability throughout the country-------all this cannot be dismissed by Zardari supporters as the dirty deeds of the Pakistan military.

Civilian governments aren' elected so that they can merely stay in power for 5 years---they actually have to do their job, properly.)

5. Recent publication of the WikiLeaks Cables on Pakistan once again made evident that the real power in Pakistan is still held by the most powerful institution, i.e., Pakistan Army (GHQ) which has almost total control not only on country’s security policy (read Deep State policy and the nuclear program policy) but also on issues related to foreign policy (Afghanistan, India, USA etc) and economy (particularly issues related to the foreign financial assistance).

6. The Cables also confirmed the presence of regular US soldiers and agents on Pakistani soil as a part of an ongoing cooperation between the CIA and ISI in their joint operations against the Al Qaeda and the Taliban. (up to 5,000 in various bases around Pakistan, some run by the American exclusively) The Cables also confirmed that Pakistan’s ISI is in active cooperation with the CIA in planning and supporting the drone attacks on militant hideouts in the FATA.

7. It was also revealed through the Cables that Pakistani generals told their US counterparts that while they would keep supporting the US drone attacks and other operations on Pakistani soil, their stance in the media would be totally opposite for domestic consumption in Pakistan.

8. After the rude exposition of the duplicity of the GHQ’s / ISI’s role in their cooperation with the USA/CIA, it had become necessary to create an impression of an artificial rift between the ISI and the CIA.

9. The most recent Raymond Davis saga has provided the ISI / GHQ with a great opportunity in terms of the following:

(a) To destabilize the civilian government in the domestic arena and to discredit them internationally, particularly in the eyes of the US government. The aim is to convince the US government that we (the GHQ) are in charge, civilian government cannot give back your man to you, hence deal with us if you want to have some serious business with Pakistan.

(b) To rebuild and further strengthen the ISI’s relations with the right wing particularly with the Taliban, Jamaat-e-Islami, PMLN and Imran Khan’s PTI on a farce agenda of national honor (ghariat).

(c) To pave the way for a mid-term elections by creating an artificial hype in the media and a law and order situation in Pakistani streets.

(I would support a Sharif government coming to power soon)

(d) Last but not least, to give a false impression of the growing gulf between the ISI and the CIA in order to rebuild an impression of the ISI as reliable guardians and protectors of the national honor (ghairat) and security (salamti).

It is in the above context that any articles by Pakistani and foreign journalists on the so called ISI-CIA rift need to be examined. Of course such articles are being written by a select group of not only right wing journalists but also certain liberal journalist some of whom are known for their softness towards the military establishment. (In the MSM...Salim Shahzad, Ahmed Rashid...and who are the rest?)

Such articles are tantamount to crappy journalism at best and agencies’ propaganda at worst. We trust our readers’ judgment in this regard.

In their carefully written and much publicized article, Kathy Ghannon and Adam Goldman write:

According to a statement drafted by the ISI, supported by interviews with officials, an already-fragile relationship between the two agencies collapsed following the shooting death of two Pakistanis by Raymond Davis, a U.S. contracted spy who is in jail in Pakistan facing possible multiple murder charges. “Post-incident conduct of the CIA has virtually put the partnership into question,” said a media statement prepared by the ISI but never released. A copy was obtained this week by the AP

Another stupid idea from the Pakistan military (ISI)

Perhaps its for PR consumption because a growing number of ordinary Pakistanis are finally realizing that the Pakistan military are standing quietly with the Americans as they go about killing 1400 innocent Pakistani civilians (actually assisting the USA, logistics, bases and intelligence for drone strikes), or maybe EVEN WORSE, the guys at ISI "Intelligence" are naive enough to think that the American intelligence system is just going to give them a list of ALL its operatives in Pakistan to the ISI, just like that!


What can we surmise?

The Americans have covert operatives in Pakistan, maybe because they are doing things which are illegal and against the interests of the Pakistani state.

False flag terrorist operations;

Creating a network of local Pakistanis who are loyal to America and its requirements (fifth column);

Building a network of Jihadi contacts;

Establishment of covert logistics bases, arms dumps, and communications centers;

Massing of intelligence of sensitive strategic and military installations within Pakistan;

Closer intelligence of Pakistani military formations, preparedness, and equipment.

The things one does if one is contemplating an invasion of an "ally" .


For the defense of and protection of Pakistan you create a distance from the USA/NATO. You cut training programs; arms purchase (go Chinese/Domestic 100%).....and CUT the regular contacts at the lower, middle AND SENIOR LEVEL. By doing otherwise, with silly requests for names, the Pakistan military is the main institution facilitating the slow occupation of Pakistan by the East India Company.

The Pakistan military needs to revisit and revise its military doctrine book comprehensively.

What request did Siraj-Ud Daulah make to the East India Company?.......A very modest one.....Please, very politely, stop fortifying your Trading center into a garrison, without our permission.

But because Siraj-Ud Daulah was weak, extremely young and naive aged just 24, and surrounded by enemies...he made the wrong decision. He paid for his mistakes with his life, as did Greater Bengal, as did South Asia eventually....with the massive de-industrialization of South Asia under British rule 1757--1947; 30 million killed; and massive Capital flight of $1 trillion or more of South Asia's assets to London, turning an otherwise stinking shabby European city into a grand global center and the financial center of the world.

We must thank Mir Jafar.......AND the naivity and inexperience of Siraj-Ud Daulah as the last independent ruler of Bengal for all this.


Kiyani is obviously Mir Jafar (trained in the USA/two dozen covert/open meetings with Mullen, head of the East India Company armed forces).......and Zardari obviously Siraj-Ud Daulah AND Mir Jafar rolled into one.

Incidentally the ISI never tires of blowing its own trumpet, and yet Pakistan is a failed state, and the state including the ISI survives on American beggar money.

Fusion centers around Pakistan defacto means ALL ISI ops are vetted by the American masterji. Or to put it another way, the Americans MUST know everything the ISI does in Pakistan, and this is perfectly OK with the Pakistan military presumably, but the ISI, "best intelligence service in the world" don't know what the Americans are up to in Pakistan and are totally caught off guard.


AND yet since working closely with the Americans since 1954, and CENTO, and very sexually explicit, and even closer since 2001 under GWOT, the ISI say they don't know the where about of 1500 Americans??!!!!


AND they seriously think in light of the Raymond Davis affair, the Americans are just going to hand over the names and locations of their agents in Pakistan....seriously? Isn't that the job of the Pakistan military ISI in the first place? Are these fuckers delusional and confused?

Revelations on Raymond Davis Spark Concerns of Secret Spies

The two spy agencies have long worked side by side in the region, and the CIA even funds a major portion of their counterpart’s budget, but Pakistan’s Inter-Services Intelligence (ISI) has signaled a further split today in the wake of the Raymond Davis detention.

Davis, nominally a “consulate technical adviser” who was arrested in Lahore on a double murder, was eventually revealed to be not just a CIA operative, but the de facto leader of CIA operations within the nation, according to confessions from top US officials.

The revelation, which apparently took the ISI by surprised, has sparked major concerns in the organization that there me be “scores” of other CIA spies operating across Pakistan not only outside of the partnership with the ISI, but entirely without their knowledge.

To that end, the ISI is demanding a full accounting from the CIA of all their operatives working in Pakistan at the moment, with one official saying it was important that the CIA “treat us as allies, not as satellites.”

Before the attack, America wants to soften up Pakistan.....by:

1) Getting the Pakistan military to fight endless, Sisyphean wars against its own people a few of whom are covertly directed by the Americans with arms and money. TTP etc. The Americans desperately want the Pakistan military to deploy its best units and up to 200,000 men for such an endeavor. This eventually obviously will create a great division between Pakistanis and the military. Baluchis hate the Pakistan military; Pashtuns now for obvious reasons don't love the Pakistan military and ditto Sindhis.

2) Carrying out terrorism inside Pakistan....of which there have been 300 incidents killing 4000 people, since 2001.

3) Creating dependency of the ruling elite of Pakistan on the USA largess and "good will", Psychologically, economically and politically.

4) Conflict with India. Mumbai 2008.

All this is obvious to everyone in the country and the chaiwalla, farmer and the baker with minimal education, except the so called Pakistani generals, and strategists.

Why is this so?

The Americans have bought all of the Pakistani military, as they did ALL the Iraqi generals and Saddam's head of Intelligence prior to the invasion of Iraq in 2003.

And we now know what later happened in Iraq.

The more the Americans give as aid to Pakistan, the more it destroys the country.

The Pakistan military is unhappy that Raymond Davis allegedly killed two of their own....ISI men.

If those two were civilians as is the case daily around Pakistan, the Pakistan military wouldn't give a fuck.

The Pakistan military don't give a fuck that drone attacks have killed close to 1000 innocent Pakistan civilians.

The Pakistan military don't give a fuck that flooding the country with American "tourists" has caused 300 terrorists incidents, and 4000 innocent civilian deaths.

Instead the Pakistan military join hands with the Americans in secret foreign venues and agreeing to continue with the lies that the Taliban, created by the USA in 1994 is a threat to anybody, and that "al-Qaeda", or cynically dubbed "al-CIA duh" still exists in the vicinity.

We address these issues to the Pakistan military as they for now control Pakistani strategic affairs sadly.

The Pakistani miliary are a bunch of Chaudi Coolie chamar chamcha who do not have the ability to grasp the big picture at least for their own country. But they Excel and excellent at fighting innocent unarmed civilians who happen to be Pakistanis, but woefully inadequate at fighting professional foes.

Raymond Davis 'was acting head of CIA in Pakistan'

A US intelligence agent arrested after shooting dead two men was the acting head of the CIA in Pakistan and had been gathering intelligence for drone attacks, according to intelligence sources.

Raymond Davis, a 36-year-old former special forces soldier, had taken command after the CIA station chief's cover was blown, according to reports.

(sounds incredible.....other reports state the head of European affairs for the CIA has been transferred to Islamabad since January this year.

Raymond Davis looks too young, thuggish and pumped up to be station chief....a station chief would be normally in their fifties, far more sophisticated with an air of Harvard or Yale, and NOT IN the field directly doing dangerous risky work of this type where his cover could be compromised)

American officials insist he is entitled to diplomatic immunity and that he be released immediately.

(private contractor........who matters to the Americans only because he has access to LOTS of sensitive information which he might divulge to elements of Pakistani security which is NOT controlled by the Americans)

Davis has been held for almost a month in a Lahore prison while a court decides his status.

The case has provoked a surge in anti-American hostility and spawned a wave of conspiracy theories.

Many Pakistanis have questioned whether Davis was really the victim of an attempted robbery – as he told police – and exactly why he was driving around Lahore with a Glock handgun in a rented car.

This week it emerged that he was employed by the CIA and that he was engaged in an undercover operation.

(allegedly trying to make contacts with JeM members and possibly LeT members as well as the TTP..........sinisterly this has been speculated to be David Headley part II, OR false flag ops within Pakistan........OR a run up to false flag operations in the West to bolster the present flagging narrative that OBL is still about, and that "al-CIA-duh" is a threat to the world, as is the American created Taliban.

Still other stories say that he is directing the drone attacks in Pakistan.......unlikely in my view and more likely Pakistanis, and specifically the Pakistan military are doing that job.)

On Tuesday The Nation newspaper, which has close links to Pakistan's military establishment, claimed one of his main tasks was to keep the CIA network intact in the tribal agencies, where al-Qaeda-linked militants maintain bases, and that he was familiar with their local languages.

Pakistan authorities say they recovered items including a make-up kit, long-range radio, a GPRS system and a camera containing photographs of sensitive locations.

Telephone records suggest he was in contact with Lashkar-e-Jhangvi and the Pakistan Taliban in South Waziristan.

Even Pakistan's spies say they had no idea what Davis was doing in Lahore.

A senior intelligence source told The Daily Telegraph he was unknown to Pakistan's Inter-Services Intelligence directorate and was operating outside the normal agreements between the two countries.

"We want the US to come clean on what exactly he was up to," he said.

American officials initially said Mr Davis worked for the US consulate in Lahore before claiming he worked for the embassy in Islamabad, and was entitled to full immunity.

However, The New York Times on Monday reported that Davis was part of a CIA operation tracking Islamist extremists in eastern Pakistan, such as Lashkar-e-Taiba, the virulently anti-Indian group blamed for the bloody 2008 siege of Mumbai.

Opposition politicians and relatives of Davis's victims said the government should address suspicions that he also worked for Xe, a US security firm formerly known as Blackwater.

"Davis deserves no pardon ... We knew from day one that he was working for the CIA and Blackwater," said Mohammad Waseem, brother of Mohammad Faheem.

Israel's lackeys have been given their orders to throw the focus back on to Iran.(His talking about David Cameron in Egypt)

Here is a recap of what they are trying to make you forget.

1. Last Spring, Rose Gottemoeller, an assistant secretary of state and Washington's chief nuclear arms negotiator, asked Israel to sign the Nuclear Non-Proliferation Treaty. Israel refused.

2. The United Nations passed a resolution calling on Israel to sign the Nuclear Non-Proliferation Treaty and to submit to inspections. Israel refused.

3. The IAEA asked Israel to sign the Nuclear Non-Proliferation Treaty and to submit to inspections. Israel refused.

4. Iran's formal notification to the IAEA of the planned construction of the backup fuel-rod facility underscores that Iran is playing by the rules of the Nuclear Non-Proliferation Treaty which Iran has signed.

5. Iran allows IAEA inspections of all its facilities.

6. Contrary to face-saving claims, it appears that the US and Israel were both caught off guard by Iran's announcement. The reasoning is simple. Had the US or Israel announced the existence of he new facility before Iran's notified the IAEA, it would have put Iran on the defensive. As it is now, the US and Israel seem to be playing catch up, casting doubt on the veracity of Israel's claims to "know" that Iran is a nuclear threat.

7. The IAEA and all 16 United States Intelligence Agencies are unanimous in agreement that Iran is not building and does not possess nuclear weapons.

8. In 1986, Mordachai Vanunu blew the whistle and provided photographs showing Israel's clandestine nuclear weapons factory underneath the reactor at Dimona.

9. Israel made the same accusations against Iraq that it is making against Iran, leading up to Israel's bombing of the power station at Osirik. Following the invasion of 2003, international experts examined the ruins of the power station at Osirik and found no evidence of a clandestine weapons factory in the rubble.

10. The United Nations has just released the Goldstone Report, a scathing report which accuses Israel of 37 specific war crimes and crimes against humanity in Gaza earlier this year. Israel has denounced the report as "Anti-Semitic (even though Judge Goldstone is himself Jewish), and the United States will block the report from being referred to the War Crimes Tribunal at the Hague, thereby making the US Government an accessory after-the-fact.

11. Recently revealed documents prove not only that Israel has nuclear weapos, but actually tried to sell some to Apartheid South Africa. Who else Israel approached to sell nuclear weapons remains an unasked question.

12. In 1965, Israel stole over 200-600 pounds of weapons-grade uranium from the United States.

13. Declassified documents from the former South African regime prove not only that
Israel has had nuclear weapons for decades, but has tried to sell them to other countries!

We all need to be Joe Wilson right now. We need to stand up and scream, "LIAR!" at every politician and every talking media moron that is pushing this war in Iran. And we need to keep dong it until they get the message that we will not be deceived any more.

US-Pak Standoff: CIA-ISI Ties Hit An All Time Low

Ties between US and Pakistan intelligence agencies have hit an all time low due to standoff over the arrest of American official Raymond Davis on murder charge compromising critical counter-terrorism operations including drone strikes targeting top terror leaders.

The state of relations, while never being perfect, is now alarming, Wall Street Journal reported quoting top US security officials who said the tensions are costing US the chance to hit key terrorists in the region.

US officials say the Pakistan’s ISI is no longer providing the targeting information and as a result there have been no drone attacks in Pakistan’s turbulent tribal region since January 23.

While, some officials and experts say that weather may be a factor but this is one of the longest periods without a strike since the start of the Obama administration.

Drone strikes peaked in September 2010 with a record 22 attacks claiming as many as 321 lives of terrorists but they have been falling to as low as just seven since the beginning of new year.

The paper said US intelligence officials suggest that the sharp drop in strikes may be because CIA is having trouble in pinpointing new ‘Haqqani’ network targets, either because the militants have gone deeper into hiding or have moved to new areas, possibly with the help of ISI.

The Haqqani network has long used the Miranshah, the capital of North Waziristan as its main base of operations in Pakistan. But US officials says there are signs that the group may be shifting base to nearby Kurram agency on directions of ISI.

US has been exerting pressure on Pakistan to launch a major military operation in North Waziristan, but the Pakistan military has been dilly dallying a response for the past six months.

The falling out was traced by US officials to a series of controversial incidents starting late last year, which prompted tit-for-tat accusations that burst into the open with the outing of CIA station chief of Pakistan in December.

The CIA official had to leave Pakistan when he was publicly named and the Americans blamed ISI for leaking the identity.

The paper said the pause may have been to enable the Pakistan military and the ISI to direct the Haqqani network.

Jeff Dressler, a leading US insurgency expert on the Haqqani network told the paper the shifting of base by the Haqqanis would provide the group’s fighters, who are aligned with Al-Qaeda and Taliban, with more space and easier access to Afghan capital Kabul.

“The ISI has tracked the movement of Haqqani’s but the Pakistan government has not shared that intelligence with the US intelligence,” a top US official said.

He said “no one can move out of Miranshah without the Pakistan government getting to know it, especially the bigger fish.”

More recently, tensions have risen to new highs over Pakistan’s detention of special forces soldier Davis.

The CIA chief Leon Panetta in his testimony before the US Congressional Committee acknowledged that relations between intelligence agencies were “one of the most complicated” he’s ever seen.

US officials said that meetings between ISI and CIA officials formerly held every 10 days have become less frequent and Pakistan had recently quietly shut down at least two so called “fusion centres” that bring together intelligence officials of two countries.

Senator Dianne Feinstein, Chairman of the Congress’ Senate Committee said here yesterday that she sees now the CIA-ISI relationship as “something less than whole hearted partnership” because the ISI is “walking both sides of the street”.

US yearns for Pak capitulation

Pakistan has given them bases and logistic

support as well as intelligence sharing but what the
US is now demanding from Islamabad has shocked the
Defence and Foreign Ministries and the initial
reaction has been a rejection of what are highly
intrusive demands for the US military and auxiliary
personnel in Pakistan.

(prelude to a takeover of Pakistan would be more precise----and sheer chutzpah given what has transpired recently in the open)

This scribe has learnt of the latest set of 11 demands
the US has put to the Government of Pakistan through
the Ministry of Defence. As one goes down the list of
the demands, they become increasingly untenable.

(Normal bargaining tactic----you make outrageous demands in the onset mixed with your real objective demands. Then after haggling, you drop some of the really outrageous demands, to give the impression that you have conceded considerably.

Ha jee, I am happy your daughter is marrying my son. Teek hey.....for dowry, we want apartments in Islamabad, Hydrabad, Karachi, Quetta and Lahore all fitted with the latest mod-coms, you understand.....1 BMW, Mercedes and a Toyota Corolla. The first demand is for granting of a status that is
accorded to the technical and administrative staff of
the US embassy.

The second demand is that these

personnel be allowed to enter and exit Pakistan on
mere National Identification (for example a driving
licence) that is without any visas.

Next, the US is demanding that Pakistan accept the
legality of all US licences, which would include arms
licences. This is followed by the demand that all
these personnel be allowed to carry arms and wear
uniforms as they wish, across the whole of Pakistan.

(defacto declaration of the occupation of Pakistan, for only the British colonials went around the whole of the country in their brown Khaki uniforms....as a stamp of their authority, and presence)

Then comes a demand that directly undermines our
sovereignty – that the US criminal jurisdiction be
applicable in Pakistan to US nationals. In other
words, these personnel would not be subject to
Pakistani law.

(one of the main arguments of the Iranian mullahs against the Shah from 1964, when ALL Americans gained complete immunity from the law, generating anger which the mullahs used to great propaganda effect subsequently........AND allows Americans, and their allies from NATO to come into the country, and not face any criminal sanctions...IE: encourages them to behave even worse than so far)

In territories of US allies like Japan, this condition
exists in areas where there are US bases and has
become a source of major resentment in Japan,
especially because there are frequent cases of US
soldiers raping Japanese women and getting away with
it. In the context of Pakistan, the demand to make the
US personnel above the Pakistani law would not be
limited to any one part of the country! So the
Pakistani citizens will become fair game for US
military personnel as well as other auxiliary staff
like military contractors.

(Many of these American military personnel are unsophisticated working class Mid-West Christian Fundamentalist, who have a very negative view of brown people, who also happen to be Muslim.....AND so it is with Pak-American relations since 1965. Raymond Davis behavior is a small indication of this)

The next demand is for exemption from all taxes,
including indirect taxes like excise duty, etc. The
seventh demand is for inspection-free import and
export of all goods and materials. So we would not
know what they are bringing in or taking out of our
country – including Gandhara art as well as sensitive
materials.

(Great opportunity to set up a tax free business with a local Pakistani chamar contact from the military sector import/export...narcotics and everything else)

At number eight is the demand for free movement of
vehicles, vessels including aircraft, without landing
or parking fees! Then, at number nine, there is a
specific demand that selected US contractors should
also be exempted from tax payments.

At number ten there is the demand for free of cost use
of US telecommunication systems and using all
necessary radio spectrum.

The final demand is the most

dangerous and is linked to the demand for
non-applicability of Pakistani law for US personnel.
Demand number eleven is for a waiver of all claims to
damage to loss or destruction of others’ property, or
death to personnel or armed forces or civilians. The
US has tried to be smart by not using the word “other”
for death but, given the context, clearly it implies
that US personnel can maim and kill Pakistanis and
destroy our infrastructure and weaponry with impunity.

(If I were a Pakistani with an ounce of Patriotism I would cut ALL linkages with the USA NOW!!!

IT is also suggested strong outrage should be expressed to the Americans for making such impertinent demands....this is pure imperial hubris)


Effectively, if accepted, these demands would give the
US personnel complete freedom to do as they please in
Pakistan – in fact, they would take control of events
in areas of their interest.

It is no wonder then that Pakistan’s Defence Ministry,
the Foreign Office and the Law Ministry have reacted
with complete rejection. But, as one official source
feared, “This is just the opening salvo of demands and
the US can be expected to bargain in order to seek the
most critical of these demands.”

As he put it, “Any hesitation or weakness that the US
senses on part of Pakistan will put us on a fatal
slippery slope to total submission. This would result
in increasing instability in the country.”

So, for those who feel there is bonhomie and complete
understanding between the Pakistan military and the US
military, and the trouble only exists at the political
level, it is time to do a serious rethink. The first
step in dealing rationally with our indigenous
terrorist problem holistically and credibly is to
create space between ourselves and the US. As the US
adage goes: “There is no free lunch”. For Pakistan
lunching with the US has become unacceptably costly.
When US embassy in Islamabad was approached for
reaction to this report, Elizabeth Colton, US Embassy
Spokesperson, said, “We will not dignify this attack
with a comment.”
