South Asia became independent after August 1947, finally. The utterly evil British empire departed, along with their civil servants, soldiers, security and businessmen/opportunists.
Whilst the British were in India 1757--1947, under the East India Company and later the British Raj genocide was committed in many parts of India, as it would be presently recognized under International law. 30 million Indians perished through gross mismanagement, racism and sheer Malthusian malice, and $1--2 trillion worth of Indian state assets were transferred to transform stinking, filthy, smog ridden London into a global cosmopolitan city, upon the profits and dead of bodies of exploited Indians.
Granted that South Asian governments are post-colonial governments inherited from the departing British, with security especially continuing a close relationship with the former British. All South Asian countries still celebrate the British empire as members of the Commonwealth.
But who'd have to be a special type of donkey to invite USA special forces into the country, without a clear debate given the history of the region, and the background of the USA with its current international posture(PNAC 2000).
The USA funding of the ISI, and the numerous ISI linked terror groups is one very good reason not to have such a relationship. You may end up fighting a Pakistani based group which is indirectly through the ISI is funded by the USA.
One should also note the relationship between the so called "al-Qaeda", the USA, and the support given by the country in facilitating them to come to power in Libya, Tunisia, Egypt and now Syria.

The Philippines, mineral rich in gold and copper, was a colony of the USA between 1898--1942, and since then a USA satellite hosting USA forces.....it has enjoyed zero benefits from this relationship with a PPP economy of $394 billion and per capita income of $2250. 11 million Filipinos scour the world looking for work, usually the best and brightest of the country. The Philippines is still fighting Communist insurgents for the last 50 years and Islamists for the last 60 years, with the help of the USA !

Admiral Willard: US Troops in India
US Embassy Denies Report From Pacific Commander
We learned today that there are US ground troops in Yemen, but what about India? Depends on who you ask.
US Pacific Command head Admiral Robert Willard announced today that US special forces have been deployed to India, along with Nepal, Bangladesh, Sri Lanka and Maldives, as an effort to fight the Lashkar-e Taiba (LeT), a militant faction mostly active in Kashmir.
Though Willard was very clear about there being teams deployed to India, the US Embassy and the Indian Defense Ministry later denied the claims, saying that there are no US troops of any type inside India.
The revelation is already causing political waves in India, with the opposition Communist Party demanding to know why parliament wasn’t consulted. The External Affairs Ministry’s statement that the US never sought nor had India approved any deployment seems difficult to believe.
Admiral Willard’s admission is particularly interesting because none of the five nations he mentioned was known to have ground troops in it. With the Yemen deployment coming out today, and that only because there happened to be an attack, it seems increasingly the US is making deployments which, if not actually a “secret” they are likewise not being made public in a timely fashion.
