Iran requires about 1000 M-1Tor SA-15 systems equipped with 40,000 missiles, defending the airbases, nuclear sites, military sites, industrial sites and other strategic sites inside the country.
This is the best option for a country that does not have a credible airforce, equipped with a mere 190 planes that can take to the sky, and limited spare parts.....and the rather slow production of the F-20 copy, which in any case is a third generation fighter designed in the 1960's by the USA for export to its puppets in the Third World, and used as a trainer in the USA.
Air defense guns such as the Russian 23mm, and the Bofor 40mm or the Iranian 100mm are not truly effective air-defense systems, as proven by Saddam's experience in 1991, when his 4,000 AA guns brought down a mere 30 Western jet fighters in 44 days of fighting. The West deployed 2895 fighter jets against his country......and his air-defense equipped with 600 jet fighters and 4000 AA guns proved to be ineffective. Another 30 of the Western jets were lost because they were flying too low to avoid radar, and were not lost due to the expertise of the Iraqi defenders.
To discourage the attackers, Saddam needed to bring down at least a 1000 of the jet fighters....which he failed. This was because of poor training of the Iraqi men, and because AA guns as stated before are not really effective in bring down modern jet fighters. But many poor Third World countries persist in believing in the efficacy of AA guns as part of their air-defense, mistakenly.
Modern SAMs are a different matter. This is where Iran needs to focus on, with mass production.
If Iran defends her landmass successfully against Israel, through her missile based Air-defense, the attack against Iran will cease.
If Iran cannot defend her landmass against an Israeli attack, then the Israelis will focus the attack on secondary strategic infrastructure targets......and will repeat the attacks in the manner of Lebanon in 2006 where $20 billion worth of damage to the country was inflicted, and Gaza, where the Israeli airforce attack regularly, without being challenged.
As stated since 2005, Iran must seriously invest in Air-defense, and produce military personnel who are experts in this area. Only when this is successfully done, can Iran then think about attacking Israel proper, after an Israeli attack.
Iran must not, like a little weak child attack other countries, after being attacked by Israel. Closing the Straits of Hormuz , through which 20% of the crude of oil of the world pass will ONLY harm India, China, Japan and South Korea....nobody else....definitely not Israel or the USA, for a short time. There after Russia, Nigeria, South America, Venezuela will increase production to meet the shortfall in the international supply within one year, and the national reserves of oil of the USA, and other Western countries will also be released.

Iran set to launch massive air defense maneuver

Iran is set to launch a
massive air defense maneuver in the near future with the participation
of the Army and the Islamic Revolution Guards Corps (IRGC), a senior
Iranian commander says.
After the successful launch of the tactical air defense exercises in several areas of the country over the past year, the major national maneuver is planned to be held in the next Persian calendar month (September 22-October 21), said Commander of the Khatam al-Anbiya Air Defense Base Brigadier General Farzad Esmaili on Saturday.
All the air defense systems of Iran's Army and the IRGC, including the air defense jet fighters of the Army’s Air Force will be employed during the drill, Esmaili pointed out.
One of the initiatives in the drill will be the creation of emergency situations with the aim of preparing the air defense personnel for the management of crisis in crisis.
In late August, Iran's Air Defense Force announced the construction of the Islamic Republic’s largest air defense base in the southern Iranian city of Abadeh.
Earlier in July, the air defense units conducted a three-day drill with the successful downing of the mock enemy’s unmanned stealth aircraft by the army’s artillery units.
In recent years, Iran has made great achievements in the defense sector and gained self-sufficiency in essential military hardware and defense systems.
