Following the atrocities committed in the 1990s in the Balkans and Rwanda, which the international community failed to prevent, and the NATO military intervention in Kosovo, which was criticized by many as a violation of the prohibition of the use of force, the international community engaged in a serious debate on how to react to gross and systematic violations of human rights. In September 1999, while presenting his annual report to the UN General Assembly, Kofi Annan reflected upon “the prospects for human security and intervention in the next century” and challenged the Member States to “find common ground in upholding the principles of the Charter, and acting in defence of common humanity”. He repeated the challenge in his 2000 Millennium Report, saying that: “if humanitarian intervention is, indeed, an unacceptable assault on sovereignty, how should we respond to a Rwanda, to a Srebrenica, to gross and systematic violation of human rights that offend every precept of our common humanity?”

The challenge was taken by the International Commission on Intervention and State Sovereignty (ICISS), set up by the Canadian Government, which at the end of 2001 issued a report entitled The Responsibility to Protect. The concept of the responsibility to protect drew inspiration of Francis Deng’s idea of “State sovereignty as a responsibility” and affirmed the notion that sovereignty is not just protection from outside interference – rather is a matter of states having positive responsibilities for their population’s welfare, and to assist each other. Consequently, the primary responsibility for the protection of its people rested first and foremost with the State itself. However, a ‘residual responsibility’ also lied with the broader community of states, which was ‘activated when a particular state is clearly either unwilling or unable to fulfil its responsibility to protect or is itself the actual perpetrator of crimes or atrocities’

The subsequent report of the High Level Panel on Threats, Challenges and Change, entitled A more secure world: our shared responsibility (A/59/565) and the Secretary-General’s 2005 report In Larger Freedom: towards development, security and human rights for all (A/59/2005) endorsed the principle that State sovereignty carried with it the obligation of the State to protect its own people, and that if the State was unwilling or unable to do so, the responsibility shifted to the international community to use diplomatic, humanitarian and other means to protect them. Neither report asserted a basis to use force for this purpose other than Security Council authorisation under Chapter VII of the Charter as a last resort, in the event of genocide and other serious international crimes.

At the 2005 high-level UN World Summit meeting, Member States finally committed to the principle of the responsibility to protect by including it into the outcome document of that meeting (A/RES/60/1). Though the concept adopted omitted some of the aspects proposed initially by the ICISS, it retains its fundamental aspects in relation to prevention of and response to the most serious violations of international human rights and humanitarian law.

They also declared their preparedness to take timely and decisive action, in accordance with the United Nations Charter and in cooperation with relevant regional organizations, when national authorities manifestly fail to protect their populations.

Putin Deploys Troops to Donbas Republics as Peacekeepers

The deployment comes after the Russian leader formally recognized the breakaway republics of Donetsk and Luhansk

Russian President Vladimir Putin ordered the Russian military to send troops to the breakaway republics of Donetsk (DPR) and Luhansk (LPR) in Ukraine’s eastern Donbas region in a mission he described as a peacekeeping operation.

The order came after Putin signed a decree recognizing the sovereignty of the two republics. Putin also instructed Russia’s Foreign Ministry to establish diplomatic relations with the DPR and LPR.

The eastern Ukraine separatists don’t control all of the territories they claim in the Donbas. At this point, it’s not clear if the Russian troops will try to push Ukraine out of the claimed territory or if they will be deployed to the line of control, the buffer zone set by the Minsk agreements, which established the fragile ceasefire in the Donbas.

The DPR and LPR separatists made renewed calls for Russian recognition and military assistance amid a spike in ceasefire violations. The recognition means Russia no longer believes that the conflict can be settled diplomatically through the Minsk agreements.

The Russian troop deployment could be enough for the US to label it as an “invasion” of Ukraine, which could trigger major sanctions against Russia. The White House responded to Putin’s recognition by implementing sanctions that ban US citizens from doing business in the DPR and LPR and hasn’t yet responded to the peacekeeping deployment.

The DPR and LPR first declared independence in 2014 after the US-backed (violent CIA) coup in Kyiv, (Using Israeli, German!!!!!!!, Polish and Croatian TRAINED Nazis). The US has long accused Russia of having troops deployed in the Donbas, something Moscow has denied.

Who wants a fight?

1. The Ukrainian Nazis based in the East of Ukraine, battle-hardened and ideologically fascist. The Azov Brigade.

Impervious to REASON, PEACE and NEGOTIATIONS.

Their history goes back 100 years when the Jewish Bolsheviks took over the Soviet Union, and Jewish commissars imposed harsh edicts on the Ukrainian peasants, resulting in genocide and the Holmidor 1932-33. 

Consequently, and foolishly under the motto 'The enemy of my enemy is my friend' some of them welcomed the Nazi invasion of the Ukraine 1941-1945. Killing innocent Jews, killing Ukrainians and acting as vital auxiliary to the German war machine of 21.45 million men and women mobilised. Many acted as rear guard militia units with the Einsatzgruppen, and as notoriously horrible concentration camp guards.

But such war crimes tainted their initial legitimate intentions, when YOU outdo the crimes of the Jew Bolsheviks...by harming innocent Jews, against fellow Ukrainians who don't agree with you and Soviet POW's.

The Azov brigade and the Neo-Nazis in Ukraine, trained by Israel, Poland, Germany and Croatia think that they are the vanguard to a new Nazi invasion, only this time it's called the American Empire and NATO.

2. Consequently the far right in ISRAEL also want a war, but for different reasons. They have been making noises to this end since at least 2014, to Putin's deaf ears.

Under Crisis Management, most of the Arab Jews were 'persuaded' to make Aliyeh to Israel 1947-1979. Otherwise known as false flags. 2 million from the Greater Middle East. Sephardic Jews, Oriental Jews.

What Putin should have done is CONSOLIDATED Belarus as an AUTONOMOUS REPUBLIC security partner to Russia--Defence, foreign policy and internal security managed by Moscow, and let Lukaschenko run the rest.

Ditto Moldova--autonomus part of Russia. Defence, foreign policy and internal security managed by Moscow. With financial aid for the 3 million people there. Not that difficult to do.

When 2014 came and the CIA instituted the Maidan color revolution using false flags violence, another great OPPORTUNITY for Putin came .....otherwise busy at Sochi...showcasing his great achievements. Occupy the WHOLE of the Eastern part of Ukraine, filled with Russian speakers and historically part of Southern Russia. 

YES, NATO you can through illegal violence and Neo-Nazis run Ukraine, but not EASTERN UKRAINE. Train 300,000 local militia, backed by 100,000 'Volunteers' from Russia.

There are 20,000 NATO volunteers and the Azov Brigade in Eastern Ukraine now. Maybe 100,000 Ukie forces with heavy equipment. (No mention in the media of that).

Putin annexed Crimea, where the Russian navy is based. If he did nothing in Crimea there would have been a military coup, against Putin. His hands were forced on the Crimea.

However, when the RUSSIAN PEOPLE in Eastern Ukraine objected to Nazi rule, they were overrun save for 2 small truncated enclaves, and essentially Putin let these people die (10,000-20,000) at the hands of the Nazi onslaught. 

The problem is Putin, essentially.

1. He is a Rothschild puppet recruited in the 1990's, on his way to London as a teacher.

2. Putin is Jewish (This influences his decision making--we do not say being Jewish necessarily makes him a bad person) Too many trips to Israel to meet with Netanyahu, whilst ISRAEL attacked Syria, Russia's only Middle East ally since 1970 (1958)....or to put it another way, whilst Russian service personnel were dying at the hands of ISIS, whilst they protected Syria (sponsored BY NATO/CIA/Israel/Ukrainian arms)....Putin was having fun in Israel.

Too many anti-Russian speeches and activities against Russians and the Russian state by Israeli leaders.

Israel's involvement in the training of Ukie Neo-Nazis, and sponsoring the Jewish leaders in Ukraine from Kavchuk to Zerensky.

A pure Russian leader does not ignore this. NOT go to Jerusalem and have rave parties with Netanyahu. Buddy what you are doing in Syria and Ukraine is ALL OK by me.
