India eyes better ‘doing business’ ranking

India has set a target of making it to the top 50 countries in the World Bank's 'Ease of Doing Business' index by 2016. The groundwork has begun with the department of industrial policy (DIPP) on Tuesday approving a three to six month timeframe for various government ministries/departments to implement a slew of regulatory reforms, aimed at making India an attractive investment destination.

India had figured at 134th position in World Bank's "Ease of Doing Business" ratings for 2014, behind China (96th rank), Pakistan (110) and Bangladesh (130). However, the 2014 rankings for all the nations were benchmarked to June 2013. "We are already in the middle of the financial year 2014-15. The World Bank's 2015 ratings are likely to be benchmarked to June 2014. Given that it will take the government up to six months to implement reforms such as reducing time for registering a business from 27 days to 1 day, single registration for all labour laws and an overhaul of tax systems, the improved investment climate may reflect only in the 2016 ratings," said a senior government official, who was part of the meeting that approved DIPP's proposed timeline for unshackling the regulatory regime.

The DIPP will be closely monitoring the timelines set for various ministries to ease regulatory norms. Improving the investment climate in the country is a key priority area for the Narendra Modi government as it plots a strategy to boost growth, which has slowed to below 5% for two consecutive years. 

Investors have often complained about the red tape that acts as an obstacle to setting up business in the country. From getting a electricity connection to construction permits, it can be a harrowing experience for an entrepreneur. The new government wants to change that perception as it tries to boost growth and create jobs in Asia's third -largest economy.



Under the plan being discussed, the DIPP, which has been designated as the nodal agency for removing the barriers, has identified a list of issues from various ministries/departments, which need to be addressed to improve India's ranking. They have also cited best practices from several countries around the globe to undertake this initiative. Departments have been asked to work on "war footing" to ensure that the Prime Minister's promise of taking the country to the top 50 rankings is met within a reasonable timeframe and the country is able to attract investors from across the globe.

The need to cut through red tape also stems from the government's push to the manufacturing sector and its call to "Make in India".

Improving ease of doing business ranking is an achievable task for India

Indian business is sure to get a big boost if the plans of the department of industrial policy and promotion (DIPP) to improve India’s ranking in the World Bank’s ease of doing business index to among the top 50 countries comes anywhere close to the target.  Though it might not apparently seem an easy task, given that India rank has remained below 130 in recent years, the target is still achievable with a little bit of grit and hard work.

This is because many developing countries with much lower capabilities than India have gone up the rungs to the top 50 nations. And they include countries as disparate as Manutius, Lithuania, Thailand, Estonia, UAE, Saudi Arabia, Rwanda, Slovenia, Chile, Israel, Armenia, Cyprus, Puerto Rico, South Africa,   Peru, Bahrain, Poland, Oman, Qatar and the Slovak Republic. The list makes it amply clear that improving India’s ease of doing business ranking in not an insurmountable task as it is often made out to be. However, things cannot be taken for granted either given that a global economic power like China has been stuck at the 96th position in the most recent ease of doing business ranking.

Another reason for optimism on why the DIPP’s efforts are sure to make a substantial difference is that many of the factors that pull down India’s ranking fall well within the purview of the central government. These include important segments like that of enforcing contracts, starting a business, paying taxes, trading across borders and resolving insolvency.
.
However, it might sometimes need new legislation or large allocation of additional funds to ensure that India’s standing in some of these crucial areas is improved immediately. Though the ease of enforcing contracts may be improved by changes in rules and regulations, which need only executive action, that of resolving insolvency, which has to go though quasi judicial processes may require a change in laws.
.
However, it will be much easier for the central government to push through measures easing procedures in other crucial areas like paying taxes and trading across borders. Concerted action by the ministries of finance and that of commerce and industry can ensure remarkable improvements on both these fronts.  Similarly the central government can also easily tweak the rules and regulations that deal with protecting investors where India is already ranked at a fairly high level.

However, the central government would have to secure active cooperation of the states if it is secure any progress in reducing hurdles to business in other equally crucial areas like dealing with construction permits, getting electricity connections and registering property. All these subjects come mostly under the jurisdiction of the states.  Any major progress son these fronts will require the central government to dole out new incentive to motivate the states to roll out the needed changes.  So it is certainly the right time now for the central government to strike a good deal with the states and improve India’s global ranking in the ease of doing business.

 

Business in India...forget it!

India will have to up the ante in INFRASTRUCTURE and INDUSTRY to boost jobs for the masses moving from the village to the city, OTHERWISE severe social disruption will take place.

To get to that scenario, India will have to make/take drastic structural changes especially related to law, governing these two critical areas. 

Tweeking the system like Congress will not be enough.

India drops to dismal 142nd in 'ease of doing business' rankings




India has dropped down two places to stand at 142nd out of 189 countries ranked by the World Bank for ease of doing business, underscoring the tough task that lies ahead of the Narendra Modi government, which has said it wants to make India a business-friendly country.

In the ten metrics used to measure ease of doing business in the Bank's 2015 report, which covers the period from June 2013 to May 2014 (when the UPA was in power), India came close to the bottom in two categories. It stood a wretched 184th in the category "Dealing with Construction Permits," and 186th in "Enforcing Contracts."

On the bright side, India stood 7th, an improvement of 14 places, when it came to "Protecting Minority Investors." It is the only category in which India has shown an improvement from 2013, when it was ranked 21 in this category and 140 in the overall ease of doing business.


Ranking in other eight categories are: Starting a business (158th), Getting electricity (137), Registering property (121) , Getting credit (36th - down from 30th place), Paying taxes (156), Trading across borders (126), and Resolving insolvency (137).

Getting construction permits in India involved an average of 25 procedures that took 186 days, and cost 28 per cent of the warehouse value. Enforcing contracts took 46 procedures and 1420 days — nearly four years. Getting electricity took 106 days and registering a property took 47 days.


Indicators measured in Mumbai, India's business epicenter, showed that it required 13 procedures to start a business, and it took 30 days to accomplish this, compared to an average of 4.8 procedures and 9.2 days in advanced economies.

The Modi government, which aggressively made ease of doing business part of its agenda and has already initiated some steps, has plenty to chew on in the report that chronicles how enervating it is to start a business in India. For instance, it takes five days to pay stamp duties online, file all incorporation forms and documents online and obtain the certificate of incorporation and five days to request and obtain Certificate to Commence Operations.

It takes between a week and 12 days for each of the following procedures: Obtain a Permanent Account Number (PAN) from an authorized franchise or agent appointed by National Securities Depository Services Limited (NSDL) or Unit Trust of India (UTI) — 7 days; Register with Employees' Provident Fund Organization — 12 days, simultaneous with previous procedure: Register for VAT online — 10 days, simultaneous with previous procedure; Register for medical insurance (ESIC) — 9 days, simultaneous with previous procedure; Obtain a tax account number for income taxes deducted at source from the Assessing Office in the Mumbai Income Tax Department — 7 days.

All of India's neighbors except for Bangladesh (173) and Afghanistan (193) were ranked higher. China topped the neighborhood at 90, followed by Sri Lanka at 99, Nepal at 108, Bhutan at 125 and Pakistan at 128. Singapore stood first overall for the ninth year in succession, and is followed by New Zealand, Hong Kong, Denmark, and South Korea.

Archbishop admits ‘rampant’ child abuse at UK church

The archbishop of Canterbury has admitted that child abuse has been “rampant” in the Church of England’s institutions, describing the church’s inaction as “inexcusable.”

In a private letter to a woman, whose three sons were allegedly abused by a church headmaster, Justin Welby noted there is a “very significant legacy of unacknowledged cases” in the Church of England.
.
Welby said the church’s failure to face the misdeeds of those in its service has been inexcusable, adding he has previously stated that he expects more cases of child abuse to surface in connection with the church.
.
Child abuse allegations against the Church of England came to light in 2007, following claims that the church had covered up abuse cases dating back decades.
.
A Wednesday report compiled by Judge Sally Cahill QC exposed “systemic failures” in the Church of England’s handling of sexual abuse complaints.
.
Shortcomings during the tenure of former Archbishop of York, Lord Hope of Thornes, helped former dean of Manchester Robert Waddington escape prosecution for sexual abuse during his lifetime, the report said.

The UK has witnessed a surge in child molestation and sexual abuse cases, some of which go back to the 1950s, 1960s and 1970s. 
.
In August, a report by Professor Alexis Jay revealed that at least 1,400 children had been sexually exploited between 1997 and 2013 in Rotherham.
.
In some cases, children as young as 11 were “raped by multiple perpetrators, trafficked to other towns and cities in the north of England, abducted, beaten and intimidated,” the report added.

21 Asian countries initiate new China-backed bank

China along with 20 other nations have inked a memorandum of understanding (MOU) to establish a new Beijing-backed infrastructure lender for Asia.

The MOU to set up the Asian Infrastructure Investment Bank (AIIB) was signed during a ceremony in the Great Hall of the People in the Chinese capital on Friday.
.
“In China we have a folk saying,” Chinese President Xi Jinping said after the ceremony, adding, “If you would like to get rich, build roads first, and I believe that is a very vivid description of the very importance of infrastructure to economic development.”
.
Authorities said that the bank, which is anticipated to have an initial capital of USD 50 billion mostly provided by China, aims to meet the need for the construction of dams, ports, power plants and telecommunications networks in Asia.
.
Regional economic giant India and smaller but economically vibrant countries such as Singapore and Vietnam were among the signatories to the initiative in the absence of US allies - Japan, South Korea and Australia.
.
The MOU signatories are due to discuss the bank's specifics in the coming months, according to a statement from Singapore's Finance Ministry.
.
China, whose president proposed the bank at a gathering of Asia-Pacific nations last year, seeks to play a greater part in international organizations, such as the International Monetary Fund, the World Bank and the Asian Development Bank, dominated by Europe, the US and Japan.
.
The world's second-largest economy also is supporting another USD 50 billion-lending institution, the New Development Bank, which is sponsored by the BRICS countries that also include Russia, India, Brazil and South Africa.

25 million kids out of school in Pakistan: Report

A recent report shows that Pakistan has one of the lowest literacy rates in the world, with some 25 million children between 5 and 16 out of school, Press TV reports.

According to a report by Alif Ailaan, a local alliance for education reform, around 70 percent of the out-of-school children have never attended school.

Mazhar, a child laborer who has never been to school told the Press TV correspondent in Islamabad, “I have been working at this workshop for some years now. I financially support my family by working here. I wanted to go to school but my parents never sent me there.”
 
It also shows that the proportion of out-of-school children rises as the level of education increases so that by the higher-secondary level some 85 percent are not in school.

Mosharraf Zaidi, who works for the promotion of children’s education in Pakistan, told the correspondent, “The poor state of education in Pakistan is entirely, entirely the responsibility of the Pakistani state. No country in the world has become educated on the back of private sector or on the back of religious schools. Every developed county, every country that is doing well and has a chance to do well in the future is doing well because its state, its government, invested in the capacity of its people by giving children an education.”      
The report goes on to state that there are 13.7 million girls out of school and 11.4 million boys out of school.

It also shows that while most of the boys choose not to go to school, a majority of girls’ parents do not permit their attendance.

40 New Agreements Between Russia and China on Energy, Banking, Transport, Agriculture

Russian President Vladimir Putin’s visit to China in May 2014 marked the beginning of several major investment projects and the launch of a number of cooperation agreements between the two countries.

In October 2014, some 40 agreements on energy, banking, transport, agriculture, space technology and telecommunications were signed during Chinese Premier Li Keqiang’s visit to Moscow.
.
ENERGY DEALS
.
In May 2014, during Vladimir Putin’s visit to China, the two countries signed their biggest gas contract ever, with Gazprom agreeing to supply 38 billion cubic meters of gas per year for the next 30 years. The contract is worth a total of roughly $400 billion.
.
The total amount to be delivered over the agreed period would exceed more than 1 trillion cubic meters. Investments in gas extraction and transportation infrastructure in Russia alone will be worth $55 billion.
.
Russian state Corporation Rosatom is currently in talks with the Chinese side over the construction of nuclear power units on the mainland. In addition, during Russian President Vladimir Putin’s visit to China, a memorandum of understanding was signed between Russia and China on the possible construction of floating nuclear power plants.
.
Russia's largest independent gas producer Novatek has signed a contract with China's CNPC to supply 3 million tons of LNG (liquefied natural gas) per year for 20 years as part of the Yamal LNG project. The price of LNG will be determined by a formula, linked to the JCC oil index.
.
Vnesheconombank, Gazprombank, Yamal LNG and the China Development Bank signed a memorandum on organizing project financing. According to the document, the parties will endeavor to launch project financing in the fourth quarter of 2014 on the most favorable terms.

Russia and China have also decided to establish a joint venture for the production of LNG.
The Chairman of Rosneft, Igor Sechin and CNPC Deputy Chairman Wang Dongjin signed an agreement to launch an oil refinery in Tianjin, China in late 2019. Rosneft will be the sole supplier for the refinery. The plant's capacity will be 16 million tons. Investments in the construction were previously estimated at about $5 billion. In the second phase, a chain of gas stations will be established in China, operating under the name of Rosneft and CNPC.

Rosneft and CNPC signed an agreement in October on strategic cooperation. Rosneft and ExxonMobil intend to implement the Far East LNG project, which is planned to be included in the Sakhalin-1 project. Gas supply to the plant is planned to be from the Sakhalin-1 – North Chaivo and North Veninsky fields. The total resource base is 584.4 billion cubic meters of gas. Based on proven reserves, the design capacity of the first stage of the LNG plant has been defined as 5 million tons per year. The plant’s first production line is scheduled to be launched in 2018-2019.

The RusHydro energy holding company signed a strategic cooperation agreement in May with the Chinese company PowerChina. Under the agreement, the company will consider the possibility of PowerChina participation in a program to develop RusHydro small hydropower. One of the formats of cooperation could be a joint venture, and the parties agreed to consider establishing one. RusHydro subsidiary of RAO Energeticheskiye Systemy Vostoka (Energy Systems of the East) signed an agreement with Dongfang Electric International Corporation on cooperation on the implementation of joint projects in the Russian Far East.

OAO Rossiiskiye Seti (Russian Grids) and State Grid Corporation of China signed an agreement on strategic cooperation in May. The parties plan to focus on exploring the possibility of the construction of Euro-Asian energy bridge and set up the delivery of electricity from Russia to China. For this purpose, energy companies have agreed to jointly explore the possibility of building ultrahigh voltage AC and DC transmission lines, as well as underground EHV substations in the Russian Federation.

A working group has been formed to organize the joint venture (JV) for the implementation of projects to modernize and construct transmission facilities in both Russia and other countries.

LOGISTICS

Russian Railways and the Chinese state railway operator China Railway Corporation have agreed on strategic cooperation in the development of infrastructure and operations. The companies plan to develop rail border crossings and rail infrastructure on border approaches to increase the capacity of the railways, as well as increasing the volume of international traffic between the countries and transit through their territories.

In addition, both parties intend to optimize the conditions and technology of container traffic, including the organization of regular container trains.
.
The Russian government signed a memorandum of cooperation on a high-speed railroad in October 2014 between the Russian Transport Ministry, Russian Railways, the State Committee of China's state development and reform committee and the China Railway Corporation. The purpose of the document is to develop a Moscow-Beijing Eurasian high-speed rail transport corridor, including the priority project of a Moscow-Kazan high-speed rail line.

The total cost of the Moscow-Kazan high-speed rail project is estimated at 1.068 trillion rubles (approximately $26.2 billion).

On October 14th, Mikhail Pogosyan, president of the United Aircraft Corporation (UAC), and Jin Tianlun, chairman of the Chinese corporation COMAC signed a memorandum on cooperation on a long-term program of long-range wide-body passenger aircraft.
.
According to Pogosyan, the new aircraft can take up to 10% of the world market for wide-body long-haul aircraft. The project will require roughly $10 billion in investments.

Chinese automaker Chery Automobile announced the start of production of its cars in Russia in July with up to 30,000 units per year at the Derveis plant in Karachay-Cherkessia. The company has invested several tens of millions of dollars in the project – the money was allocated for the purchase of welding equipment. Production should reach full capacity in about a year and a half. The company also intends to set up a Research and Development center in Russia, which in the first stage will be to adapt models for the local market.

China's largest SUV maker Great Wall Motors (GWM) started construction of a $500 million car plant in the Tula Region with output of up to 150,000 vehicles per year. GWM will set up the full cycle of production of Hover brand in the region, including the manufacture of engines and transmissions. The plant opening is scheduled for 2017. Full completion of the project is planned in 2020.

FINANCIAL SECTOR

VTB, VEB and the Russian Agricultural Bank, which were targeted by Western sanctions, reported a number of agreements in October with the Export-Import Bank of China (Eximbank) amounting to at least $ 4billion. In particular, the second largest Russian bank, VTB, reported that China Exim Bank will provide it with a line of credit in yuan or the ruble equivalent of up to $2 billion to finance the import of a wide range of products from China, ranging from food products and ending with high-tech equipment. China Exim Bank will provide a credit line of $2 billion for projects in the Far East and Siberia. The Russian Agricultural Bank, in turn, signed an agreement with China Exim Bank to provide trade finance. In addition, Russian Standard Bank, which is among the top 30 Russian banks, has begun issuing bank cards using the Chinese payment system UnionPay.

The Central Banks of Russia and China signed a three-year agreement on exchange operations (currency swap) of 150 billion yuan (approximately $24.5 billion). According to the Russian regulator, the agreement will promote the development of bilateral economic relations and the greater use of rubles and yuan in trade and investment.

Deadlock and Gas Talks in Milan

News from the Milan summit is still trickling through but it is clear that there has been no breakthrough and the Ukrainian crisis remains deadlocked. Poroshenko said that the "parameters" of a gas agreement have been agreed but it seems that nothing of the sort has happened.

The most fatuous comment of the day has come from van Rompuy, who called it "progress" because Putin is supposed to have said that he does not want a frozen conflict in Ukraine or for eastern Ukraine to become another Transdniestria. To see the absurdity of that comment just try to imagine Putin solemnly telling the Europeans the opposite: that he does want a frozen conflict in Ukraine and that he does want eastern Ukraine to become another Transdniestria!

Not for the first time Putin comes over as a man surrounded by dwarfs.

As I understand it the idea of a breakfast meeting between Putin and European leaders came from Merkel. With the German and European economies tanking in part because of the very sanctions policy she has imposed, Merkel needs this crisis to end. At the same time she remains utterly unwilling to take on the US and its European allies or the Atlanticists within Germany. She therefore looks to Putin to extricate her from the mess she has got herself into. However because she is not prepared to face up to the US and its allies or the Atlanticists she wants Putin to get her out of trouble by capitulating to all their demands. She tries to do this by applying "pressure" on Putin (that was what today's breakfast meeting was all about) and then looks sullenly angry and baffled when it doesn't work.

Accustomed to bullying other European leaders and getting her way, it's as if Merkel, when faced by an adversary her own size, doesn't know what to do. She reminds me of Obama who came away similarly baffled and angry after facing off with Putin two years ago at a summit when they discussed the Syrian crisis.

Meanwhile as the European and German economy tanks the Russian economy accelerates despite the falling oil price whilst the Ukraine's disintegration gathers pace. In politics and diplomacy as in war it is necessary to know when to retreat before the situation becomes a total rout. The Europeans show no such ability or understanding so we are looking at a rout.

The Gas Talks in Milan

More information is trickling out about the gas talks in Milan and they make for an ugly picture.

Ever since June the Russians have been saying that the contractual price of gas supplied to the Ukraine is $485/1000 but that they are prepared to offer on a temporary basis a $100/1000 discount, bringing the price of gas supplied to the Ukraine this winter down to $385/1000, on condition that Ukraine pays its outstanding arrears and prepays for all gas actually supplied.

The Russians have never wavered from this position. The Ukrainians have never wavered from rejecting it.

As I understand it the Ukrainian position is that the "proper" price for Russian gas is the $269/1000 Yanukovitch achieved through the discounts he negotiated with Putin last December. The Ukrainians insist that all gas arrears should be recalculated on the basis of this price and that only when that happens will they consider paying them. In the interim, under European pressure, they have said they would agree to pay a higher price on a temporary basis (apparently $320/1000) until the dispute is settled. However they insist that any payments they make during the period of this price should be treated as payment for gas supplied according to this price and not payment of arrears.

I am not going to discuss here in any detail the absurdity of the Ukrainian position, which treats a discounted price offered to Yanukovitch in return for conditions the Ukraine never fulfilled, as the "proper" price in substitution for the agreed contractual price. I don't think anyone apart from the Ukrainians believes in it. Certainly the Europeans don't.

Anyway, returning to what happened in Milan, one of the great mysteries for me about Ukrainian politicians is that though in public they compete with each other in being tough on Russia, the moment they actually have to deal with Putin face to face over gas issues they come immediately apart and turn out to be spectacularly bad negotiators. We saw this happen with Tymoshenko in 2009 and we have just seen it happen again with Poroshenko in Milan.

Briefly, earlier in the day Poroshenko said that the "parameters" of a gas deal with Russia had been agreed. This led to a brief flurry of hopeful claims and headlines including a statement from Hollande that the two sides had almost bridged their differences.

It then turned out as the day progressed that the "parameters" Poroshenko was saying had been agreed with Russia were the same as the original Russian offer. In other words Poroshenko capitulated, perhaps without understanding, to what Putin asked of him.

Putin even said that the only remaining outstanding issue was how the Ukraine would find the money to discharge the obligations it had just taken on. His suggestions amount to a proposal that the Europeans pay for the Ukraine's gas and arrears either directly or via a further IMF loan. This is something the Europeans by the way have always refused to do.

Anyway, when it finally seems to have dawned on Poroshenko that the "parameters" he had agreed to were simply what the Russians have been demanding all along, his response was to flounce out of what looks like a hurriedly arranged meeting with Putin to announce that there had been no agreement after all.

Putin for his part stuck to the Russian position and publicly declared that Russia would not supply the Ukraine with gas on credit (which is what the Ukrainian counter proposals amount to) and that "that was final".

It appears therefore that we have deadlock with no actual progress made despite some of the earlier headlines that appeared during the day. Along the way Poroshenko has been made to look a fool in front of all the leaders of Europe and Asia and the gas talks on 21st October 2014 have just been made more difficult.

Putin said just before he went to Milan that Russia would reduce the amount of gas pumped through the Ukraine if the Ukraine starts stealing gas destined for other customers. That is what Russia did in 2009 and I have no doubt it is what it will do again. Unless the Europeans now give Poroshenko an ultimatum to accept the Russian offer a total cut off looms.

Is Russia Trying To Crash The American Stock Market?

It appears that Russia, probably in collaboration with China, is retaliating against sanctions and oil price manipulation by trying to disrupt the Anglo/Zionist money markets and crash the American stock market. If successful, the strategy will produce an economic decline in the USA and Europe similar to that which followed the collapse of the American housing market in 2008.

Last week saw a major increase in volatility in the financial markets. The outstanding event was a single massive trade of $3/4 Billion that caused a flash crash of the SP 500 futures market. Similar flash crashes have occurred in the Australian dollar (and probably other Anglo/Zionist currencies) during the last 6 months and are caused by single massive trades that cause an explosion of volatility. This is not High Frequency Trading, but single massive orders hitting the market like tactical nuclear weapons.

The massive trades in the Australian dollar have usually coincided with the opening of the Shanghai stock exchange, which suggests that the Chinese government is involved. A typical crash lasts about one second and can cause extreme losses for investors who are in the market when it happens. The effect of these crashes is to dramatically amplify market volatility and cause investors to leave the market.

If the volatility continues ~ especially in the American stock market ~ it is likely to lead to a major crash as institutional investors dump their shares, followed by mass exodus by the general population as fear and panic set in.

It's interesting to note that the size of the Australian dollar trades was exactly 7,500 contracts @ $1,000 per contract = $75 million, and the SP 500 trade was 75,000 contracts @$1,000 per contract = $750 million (the SP 500 is a correspondingly bigger market). The numbers (7,500 and 75,000) reinforce the theory that these trades originated from the same source.

'25,000 laws don't protect 90% of the workforce'


The notion that more labour laws offer more labour protection deserves Mahatma Gandhi's 1942 quip to an offer from the British as "a post-dated cheque on a failing bank". India's 25,000+ labour laws don't protect 90% of our workers and have murdered formal job creation because entrepreneurs cannot comply with 100% of our labour laws without violating 10% of them.
   India needs fewer and simpler laws that are mercilessly enforced. It's been the unfortunate destiny of job creation to have labour law reform equated with hire and fi re. This policy immaturity represented an unwillingness to accept that there's a lot of regulatory cholesterol outside Chapter 5B of the Industrial Disputes Act. The labour law announcements of this week are bold, impactful and terrific because they focus on plumbing rather than poetry. Plumbing matters.
   India's 6.3 crore enterprises translate to 7,500 companies with a paidup capital of over Rs 10 crore. Only 12% of our labour force works in manufacturing (same as postindustrial US) and 100% of net job creation since 1991 has happened in informal jobs. Our labour laws breed informality and corruption while murdering manufacturing employment.
   A functioning labour laws and benefits portal with a unique number for employees and employers has many interesting applications of emerging technologies of social, mobile, analytics and cloud that'll revolutionize the mess by which 50% of EPFO accounts are orphan and most new ESI subscribers end their employment before they receive permanent cards.
   It'll enable better enforcement of laws. The revamped inspection regime discards the notion that employers are guilty until proven innocent; I can guarantee you this will reduce the marriage premium and wealth of labour inspectors (particularly those from EPFO and ESI). The new apprenticeship programme is overdue; if India had the same proportion of its labour force in apprenticeships as Germany we would have 15 million of them. We have 3 lakh. This new scheme wisely places learning-by-doing and learning-while-earning at the heart of repairing and preparing our youth for jobs because skills change young lives in a way that no subsidy can.
   The agenda is far from complete. We need competition for EPFO and ESI. We need to make EPF contribution voluntary. We need to consolidate our multiple labour laws into a few that make minimum wages, safety condition, benefits and leave non-negotiable and then enforce them without fear or favour.
    The truth in a former Chief, Labour Commission of India, saying he was "trying to enforce the enforceable" should be unacceptable. India has been a hostile habitat for entrepreneurship and labour laws have been an important part of this hostility. An employment contract that is marriage without divorce must change. But that time is not now. These changes are policymaking with real impact as the only real social security India can afford is job creation and skills. These are a wonderful down payment..
