Germans Revoke US Permission to Spy on Them

Cold War Era Pact Allowed US, British Surveillance

The growing public outrage against US surveillance worldwide has forced the German government to admit to a secret Cold War-era treaty that allowed US and British spies to conduct essentially unlimited surveillance operations on German soil.

More importantly, fearing a public backlash after the admission, the German government has formally revoked the permission, saying they will no longer offer de facto support for NSA surveillance of German civilians.

The treaty was forced onto West Germany as conditional for NATO support in the 1960s, and had been kept carefully secret from the German public, which in the wake of WW2 was extremely sensitive about being spied on by the government.

US and British officials confirmed the authenticity of the pact and its revocation. Britain claimed that they haven’t used it to spy in Germany since 1990. The US would only confirm that they received notice that it was revoked and would provide no additional details, suggesting they don’t intend to change their surveillance policy as a result.

In 1968, at the age of 22, Mogilevich earned a degree in economics from Lviv University.^.

In the early 1970s, Mogilevich became part of the Lyuberetskaya crime group^[why?] in Moscow and was involved in petty theft and fraud. He served two terms (3 and 4 years) for currency-dealing offenses.^[13]

During the 1980s, tens of thousands of Ukrainian and Russian Jews were emigrating to Israel on short notice and without the ability to quickly transfer their possessions. Mogilevich would offer to sell property – their furniture, art and diamonds – on behalf of the prospective émigrés, promising to forward the money on to Israel. The money was, instead, used to invest in black market and criminal activities.^[14] In 1990, already a millionaire, Mogilevich moved to Israel, together with several top lieutenants. Here he invested in a wide range of legal businesses, whilst continuing to operate a worldwide network of prostitution, weapon, and drug smuggling through a complex web of offshore companies.^[15]

In 1991 Mogilevich married his Hungarian girlfriend Katalin Papp, moved to Hungary, and had three children with her, obtaining a Hungarian passport; at this point, Mogilevich held Russian, Ukrainian, Israeli and Hungarian citizenship. Living in a fortified villa outside Budapest, he continued to invest in a wide array of enterprises, including buying a local armament factory, "Army Co-Op", which produced anti-aircraft guns.^[16]

In 1994, Mogilevich group obtained control over Inkombank, one of the largest private banks in Russia,^[17] in a secret deal with bank chairman Vladimir Vinogradov, getting direct access to the world financial system. The bank collapsed in 1998 under suspicions of money laundering.

In May 1995, a meeting in Prague between Mogilevich and Sergei Mikhailov, head of the Solntsevo group, was raided by Czech police. The occasion was a birthday party for one of the deputy Solntsevo mafiosi. Two hundred partygoers (including dozens of prostitutes) in the restaurant "U Holubů" (owned by Mogilevich) were detained and thirty expelled from the country.^[19] Police had been tipped off that the Solntsevo group intended to execute Mogilevich at the party^[20] over a disputed payment of $5 million. But Mogilevich never showed and it is believed that a senior figure in the Czech police, working with the Russian mafia, had warned him.^[21] Soon, however, the Czech Interior Ministry imposed a 10-year entry ban on Mogilevich, while the Hungarian government declared him persona non grata and the British barred his entry into the UK, declaring him "one of the most dangerous men in the world".^[22]

Both Mogilevich and his associate Mikhailov ceased to travel to the west in the late 1990s, although Mogilevich retains an Israeli passport.^[23] In 1997 and 1998, the presence of Mogilevich, Mikhailov and others associated with the Russian Mafia behind a public company trading on the Toronto Stock Exchange (TSX), YBM Magnex International Inc., was exposed by Canadian journalists. On May 13, 1998, dozens of agents for the FBI and several other U.S. government agencies raided YBM's headquarters in Newtown, Pennsylvania. Shares in the public company, which had been valued at $1 billion on the TSX, became worthless overnight.^[24] As to Mogilevich himself, government law enforcement agencies from throughout the world had by now been trying to prosecute him for over 10 years. But he had, in the words of one journalist, "a knack for never being in the wrong place at the wrong time".^[25]

Until 1998, Inkombank and Bank Menatep participated in a US$10 billion money laundering scheme through the Bank of New York.^{[26][27][28][29]

Mogilevich was also suspected of participation in large scale tax fraud, where untaxed heating oil was sold as highly taxed car fuel – one of the greatest scandals that broke around 1990-1. Estimates are that up to one third of sold fuels went through this scheme, resulting in massive tax losses for countries of Central Europe (Czech Republic, Hungary, Slovakia and Poland).^[30] For example, in the Czech republic the scandal is estimated to cost the taxpayers around 100 billion CZK (~5 bl US$)^[31] and involved, besides others, murders and asassination attempt of a journalist writing about the problem.^[32] In 2003, the United States Federal Bureau of Investigation put Mogilevich on the "Wanted List" for participation in the scheme to defraud investors in Canadian company YBM Magnex International Inc. Frustrated by their previous unsuccessful efforts to charge him for arms trafficking and prostitution, they had now settled on the large-scale fraud charges as their best hope of running him to ground. He was, however, considered to be the most powerful Russian mobster alive.^[23] In a 2006 interview, former Clinton administration anti-organized-crime czar Jon Winer said: "I can tell you that Semion Mogilevich is as serious an organized criminal as I have ever encountered and I am confident that he is responsible for contract killings."^[23]

Mogilevich was arrested in Moscow on January 24, 2008, for suspected tax evasion.^[33][34] His bail was placed, and he was released on July 24, 2009. On his release, the Russian interior ministry stated that he was released because the charges against him "are not of a particularly grave nature".^[35][36] On October 22, 2009, he was named by the FBI as the 494th fugitive to be placed on the Ten Most Wanted list.^[37]

In spite of Mogilevich's activities and the warrants issued against him, according to the FBI his primary residence is still Moscow.

WHO WAS REINHARD GEHLEN?

Gehlen Organization or Gehlen Org was an intelligence agency established in June 1946 by U.S. occupation authorities in the United States Zone of Germany, and consisted of former members of the 12th Department of the Army General Staff (Foreign Armies East, or FHO). It carries the name of Reinhard Gehlen.

Gehlen had all along been under the tutelage of US Army G-2 (intelligence), but he wished to establish and succeeded in establishing an association with the Central Intelligence Agency (CIA), in 1947. In alliance with the CIA, the military orientation of the organization turned increasingly toward political, economic and technical espionage against the Eastern bloc and the moniker "Pullach" became synonymous with secret service intrigues.

The Gehlen Organization was severely compromised by East German communist moles within the organization itself, and communists and their sympathizers within the CIA and the British MI6, particularly Harold "Kim" Philby. The WIN mission to Poland was a failure due to the compromising of the mission by counter-spies; as it turned out, the so-called Fifth Command of WiN organization within Poland had been created by the Soviet intelligence services.

The Gehlen Org employed hundreds of ex-Nazis. Gehlen initially rejected hiring ex-SS personnel, but later as justification for their recruiting he insinuated that the East German State Security Service had been largely run by ex-SS personnel, i.e., it takes one to catch the other.

Once the Org emerged in minuscule steps from the shadows, Gehlen and his group were attacked relentlessly from both sides, the West and the East. The British in particular had a problem with Gehlen and segments of the English press made sure it became known.

Beginning with an article on 17 March 1952, Sefton Delmer, senior correspondent for London’s Daily Express, dragged Gehlen into the news. On 10 August 1954, Delmer would set the tone by announcing that "Gehlen and his Nazis are coming." Delmer implied in his story that a continuation of nothing less than Hitler’s aims was at hand through this "monstrous underground power in Germany."^[8]

In more recent days, after reviewing selected declassified CIA documents on the Gehlen Org, a Guardian article vents, that "... for all the moral compromises involved [in hiring former Nazis], it was a complete failure in intelligence terms. The Nazis were terrible spies."^[9] The communist East as well castigated Gehlen’s group as fanatical and virulent agents of revenge and of American imperialism.

There was also Alois Brunner in Syria, alleged to be an Org operative, who was responsible for the Drancy internment camp near Paris, for the death of 140,000 Jews, and is believed to be still alive as of 2007;^[11] the CIA turned a blind eye, and indeed actively participated in some cases, because of the exigencies of the Cold War.

According to Robert Wolfe, historian at the US National Archives, "US Army intelligence accepted Reinhard Gehlen's offer to furnish alleged expertise on the Red Army – and was bilked by the many mass murderers he hired."^[9]

On April 1, 1956, the Gehlen Org was formally established as the Bundesnachrichtendienst (or Federal Intelligence Agency) of the Federal Republic of Germany, which exists to this day. Reinhard Gehlen stepped down as president in 1968 after reaching retirement age.

This is a simple logical solution, and Wall Street profits from laundering this stuff will not be affected but profit margins will increase. You are cutting out a lot of the sleazy, unreliable middlemen.

Civilian Casualties Increase 23% in Afghanistan, the Purposeless and Never-Ending War

A UN report documents 1,319 civilian deaths and 2,533 injuries in Afghanistan in the first six months of 2013, a 23 percent increase over the same period in 2012. The study finds “a 14 percent increase in deaths, 28 percent increase in injuries and 23 percent increase in total civilian casualties.”

Most of the civilian casualties, according to the report, came from what are called “Anti-Government Elements” (74 percent). But civilian casualties by U.S.-NATO forces can be hard to substantiate when these authorities flatly deny accusations.

Take, for example, an issue Jason Ditz covers in today’s news section:

Months after loudly dismissing the allegations of Wardak civilians that U.S. Special Forces have been kidnapping, torturing and killing them, the U.S. Army has announced that it has begun a new investigation into the claim[s] under orders from Gen. Dunford, the commander for troops in occupied Afghanistan.

Afghan officials loudly demanded the U.S. withdraw from Wardak Province over the allegations in February, but quickly dropped the demand when NATO insisted the allegations were false.

The issue didn’t die down, however, as civilian bodies kept being found outside the U.S. base and a tape eventually emerged showing the torture of a local civilian, whose body was later found in a ditch near the base.

In any case, the question of how to put an end to the suffering of Afghan civilians is more and more pertinent as casualties increase. Hawks in Washington insist U.S. forces stay in there, continue the nation-building project, and beat back the insurgency. That’ll do it, right!?

No. A decade of doing exactly that with worsening results should indicate as much. The Kabul government we’re propping up is weak. The Afghan army is feeble and untenable. And the insurgency is alive and well after years of counter-insurgency.

Pentagon sources say the “zero option” of withdrawing all U.S. troops in 2014 that has floated into the press in recent weeks is off the table. That means the military occupation of Afghanistan and the propping up of this corrupt and decrepit government will continue, as planned, until about 2024.

 This means the armed insurgency will also continue for another decade, which therefore means Afghan civilians will continue to suffer – seemingly indefinitely. They largely have America to thank for it.

At this point, the obstinate continuation of the war parallels the perpetuation of the Vietnam War. The Pentagon Papers proved what had been long suspected, that the horrible, murderous war was kept going primarily for the sake of the political reputation of the leadership in Washington. They didn’t want to “lose” a war. So they lied to Americans about how important “victory” was and how achievable it was.

There is no victory in Afghanistan. The “zero option” is the only option: get out fast.
